Multi-Tiered System of Supports
Multi-Tiered System of Supports (MTSS) is an evidence-based framework designed to effectively integrate various systems and services to meet student’s academic, behavioral, and social-emotional needs. Laramie County School District 2 is committed to providing a tiered support system through a continuous improvement process. Our current framework includes:
Universal Screeners: All K-6 students are screened in reading and math using Fastbridge and IXL. The results from these screenings help identify the appropriate tier of intervention.
Tier 1: At this level, all students receive universal support within general education classrooms. This includes Positive Behavior Intervention and Support (PBIS) and quality instruction through a research-based curriculum aligned with state standards. To enhance our system, we are analyzing improved methods for utilizing universal screeners to detect academic, behavioral, and social-emotional needs early on. Additionally, we are developing non-negotiable instructional standards for teachers and planning professional development sessions to support instructional growth.
Tier 2: This tier provides additional services for students who require extra support to succeed in school. At LCSD2, Tier 2 services include Title 1 programs, PBIS, Friday School Intervention Time, Study Tables, General Education Interventionists, and after-school programs. We are expanding our “toolbox of interventions” through research and professional development opportunities while refining our progress monitoring systems.
Tier 3: Students in this tier receive more intensive, individualized support, typically limited to a small percentage of the student population. This level often includes students who are receiving assistance as part of an Individual Education Program (IEP) and have qualified for special education services according to Wyoming criteria.
Most importantly, we are transitioning to a more data-driven approach, ensuring that our decisions are informed by evidence rather than subjective judgment.
