Request For Bid - Radios

Laramie County School District 2 is seeking bids for purchase and installation of VHF Radios for use for LCSD 2 Transportation Operations to replace existing radio equipment.  We are seeking a high performance DMR Tier 2 technology based mobile communication system for our school buses, student transport vehicles, school buildings, and staff.  All bids shall be submitted for the purchase and installation of up to 62 mobile units for 44 school buses, 9 facilities, and 9 multi-passenger vehicles.  An additional 6 hand-held units are requested for bid as well.  All prices should include all fees, installation labor, radio price, and any other associated fees/costs. The District requests installation of the new radios either over a weekend or during a school holiday break so that operations are not disrupted.  The District may choose to accept bids from multiple bidders.  Sealed bids are required.  If a bidder fails to meet requirements/specifications as noted, the bid will be forfeited.  Please provide specifications for each type of radio offered.  Bids will be accepted until 3:00 PM MST on November 8th, 2016.  Mail or hand deliver bids to:  Laramie County School District #2 Attn: Lance West, 311 East 8th Street, P.O. Box 489, Pine Bluffs, WY 82082.  As per Wyoming State Statue, Laramie County School District #2 has the right to reject any and all bids.

General Requirements:

  1. Support voice and data services
  2. Expandable coverage capability (future increases of repeaters, dispatchers, etc.)
  3. Expansion of DMR Tier 2 network possibility without removal of present repeater or network management facilities
  4. Cost effective maintenance of network and components.  Availability of parts essential.
  5. Vendor shall be a member of the DMR Association.
  6. Open radio infrastructure application interface provided to access the DMR Tier 2 system’s services and features. 
  7. VHF radio system in compliance with the essential requirements
  8. Radio communication network using new generation of digital mobile radio system complying with DMR Tier 2 standard
  9. Must comply with requirements from the standards and publications below:       
    1. ETSI DMR Tier 2 Open Standard
    2. ETSI EN 300 113-2 V1.4.29(2009-11)
    3. ETSI EN 301 489-5 V1.3.2(2002-8)
    4. ETSI EN 301 489-1 V1.8.1(2008-4)

       

Hand Held Devices: Quantity up to 6

  1. Voice group call set-up time less than 500 milliseconds within the operational area of repeater
  2. Support both analogue mode and digital mode
  3. Display is not necessary but preferred (can have turn knobs)
  4. 136-174 MHz frequency range
  5. 7.4 V Operating Voltage
  6. 12-hour battery life
  7. Operating temperature rand -30C to +60C
  8. Dustproof and Waterproof

     

Mobile Devices: Quantity up to 62

  1. Support both analogue mode and digital mode
  2. Voice group call set-up time less than 500 milliseconds within the operational area of repeater
  3. Frequency Range 136-174 Mhz
  4. Operating Voltage 13.6V +/-15%
